In a sauce pan, add milk and let it boil at medium heat. Once it start boiling, add milk powder and sugar, let it boil till sugar dissolves fully. Add heavy whipping cream in the boiling milk. In a separate bowl take out 3 table spoon boiling milk, add corn starch, mix it well and pour it back to boiling milk. Stir the milk continuously, and slowly, it will start become thick. Once it gets thick, turn off the heat. Let it cool then refrigerate for an hour.
